New Driver Onboarding Checklist: The First 30 Days, Compliantly

CabFiles Compliance Team · February 25, 2026 · 2 min read

Onboarding is where compliance is won or lost. This checklist separates what must exist before the first dispatch from what the rules allow you 30 days to finish.

Every audit finding starts as an onboarding shortcut. A driver is needed on Monday, two forms are outstanding, and the intention to circle back does not survive the week.

Splitting onboarding into "before the first dispatch" and "within 30 days" removes the ambiguity.

Before the first dispatch

  1. Application complete under 391.21, with three years of employment history and no unexplained gaps.
  2. Licence verified — correct class and endorsements for the equipment and freight, not expired.
  3. Current medical examiner's certificate on file, with the expiry date recorded.
  4. Pre-employment drug test result received and negative, and the pre-employment Clearinghouse full query completed with consent.
  5. Road test certificate under 391.31, or the licence or certificate accepted in place of it under 391.33.
  6. Policy acknowledgements signed: drug and alcohol policy, safety policy, ELD and hours-of-service instructions, and equipment handling.

If any of these are missing, the driver is not ready to dispatch. That is the whole point of the list.

Within 30 days of hire

  1. MVR from every state where the driver held a licence in the preceding three years.
  2. Safety performance history investigation of DOT-regulated employers from the past three years — sent, dated, and documented whether or not anyone replies.
  3. First annual review clock set, anchored to hire date.

The 30-day items are the ones that quietly expire. Send the previous-employer requests on day one so a slow response still lands inside the window.

Days 1 to 30, operationally

  • Confirm the driver appears in the random testing pool.
  • Assign equipment and record the DVIR expectation with it.
  • Set the medical certificate and licence expiry warnings.
  • Complete orientation and record it, including anything freight-specific such as hazmat or tanker handling.
  • Review the driver's first logs for accuracy while habits are forming.

Make the checklist the system of record

An onboarding checklist works only when it lives in the driver's record, shows who completed each item and when, and blocks nothing behind memory. Print-outs get initialled and lost; a tracked checklist survives the office manager changing.

CabFiles gives every new driver a Part 391 onboarding checklist inside their profile, sends the previous-employer verification requests by email and tracks whether a response came back, records the road test and policy acknowledgements, and sets the recurring dates — medical, MVR, annual review — as the file is built. The driver's standing shows the exact items still outstanding.

Next: driver qualification file requirements for the complete file, and DOT medical card expiration for the date most likely to slip afterwards.

Frequently asked

What can be completed within 30 days of hire?
The motor vehicle record from each licensing state and the safety performance history investigation of previous DOT-regulated employers are both due within 30 days of hire.
